Employment of foreign citizens in the Republic of Belarus

Without special licence

An employer applies to the Department of Citizenship and Migration for a special licence for the right to engage in labour activity in the Republic of Belarus. He should have the following package of documents:

• an application for the issuance of a special licence to a foreign citizen;
• a photocopy of a valid passport;
• a payment order for the required fee.

The term of validity of the special licence is one year and can be extended for one year as well.

(Article 28 of the Law of the Republic of Belarus "On External Labour Migration")

The following groups of foreign citizens may work in the speciality they are receiving/received:

• university students;
• students who have graduated from the university.

The term of validity of the labour contract is one year. For the second and subsequent years, the employer must issue a special licence for official employment.

Students of higher education institutions can be employed on a 0.5 full-time basis during their studies at the university.
